Nakheel, part of Dubai Holding Real Estate, has awarded construction contracts valued at over Dh3.5bn ($953m) to Ginco General Contracting and United Engineering Construction (UNEC) for 544 villas on Palm Jebel Ali, UAE.
Construction on the villas will begin this quarter, with completion targeted for the fourth quarter of 2028.

Under the agreements, Ginco will carry out construction for 354 villas on Fronds A to D, while UNEC will be responsible for building 190 villas on Fronds E and F.
Dubai Holding Real Estate CEO Khalid Al Malik said: “The awarding of these contracts signals tangible progress in the delivery of Palm Jebel Ali, with construction now progressing across multiple fronds.
“As momentum continues to build, Palm Jebel Ali represents one of the most significant expansions of Dubai’s urban coastline in a generation and will play a key role in supporting the emirate’s long-term growth, further strengthening its global appeal as a great place to live, invest and visit.”
Palm Jebel Ali is part of Dubai’s urban expansion, supporting the development of the emirate’s southern coastline through waterfront communities.
The villas are part of a larger collection of ten architectural designs, created to maximise sea views and incorporate sustainable features along with smart-home technology.
Nakheel’s announcement follows the awarding of three major infrastructure contracts in June last year for Palm Jebel Ali, with those works totalling more than Dh750m.
The new villa contracts align with the goals of Dubai’s 2040 Urban Master Plan and the Dubai Economic Agenda D33, underscoring the project’s continued progress.
In October 2024, Nakheel awarded three contracts totalling more than Dh5bn to initiate construction of the villas on Palm Jebel Ali’s initial six fronds.
UNEC chairman engineer Abdul Halim Muwahid said: “Palm Jebel Ali is a remarkable project that stands as a testament to our shared vision and collaboration. Together, we are not just building communities, we are building tomorrow’s legacy, today.”
