Wates Residential and Havering Council sign PCSA for 107 affordable homes in Romford 

The project now moves into the design phase, with the blocks targeted for completion in 2028.

Wates Residential and Havering Council have forged a Pre-Construction Services Agreement (PCSA) focused on the development of blocks 9 and 10, delivering more than 107 affordable homes, within the Waterloo & Queen Street site in Romford, UK.  

This official accord initiates the transition to the project’s design stage, facilitating further advancement in constructing the homes earmarked for the community. 

The project forms a component of a broader regeneration initiative, part of the collaborative venture encompassing 12 estates across Havering.  

Collectively, the partnership is working towards a £1bn investment aimed at delivering more than 3,000 new homes throughout the borough. 

Wates Residential and Havering Council submitted blocks 9 and 10 for planning in October last year after engaging the public through consultations.  

In February, the initial phase received planning consent, including revised planning conditions under Section 73, as well as detailed design approvals through the Reserved Matters process. 

The scheme will also feature a new community space and enhanced landscaped public areas expected to improve the surrounding environment for current and future residents. 

The current timeline anticipates the completion of these residential blocks by 2028.  

Wates Residential London regional managing director Paul Nicholls said: "Securing this Pre-Construction Services Agreement means we can now move into the next stage of bringing Blocks 9 and 10 forwards. 

"With planning approval in place, our focus turns to finalising the design and delivering more than 100 high-quality affordable homes that meet the needs of residents. 

"Waterloo & Queen Street is an important part of the wider regeneration programme, and we’re pleased to be working with Havering to maintain momentum on the scheme."
