VINCI named contractor for Liverpool’s Pall Mall development

As part of the contract, VINCI will deliver office space designed to meet net-zero carbon standards and a 0.5-acre green space.

Liverpool City Council and Kier Property have appointed VINCI Construction as the preferred design and build contractor for the Pall Mall regeneration scheme in Liverpool’s city centre in the UK.

The selection followed a two-stage tender process and marks the start of a new phase in the site’s development.

The announcement follows recent government backing for several city centre regeneration projects, including the Pall Mall project.

In May, UK Chancellor Rachel Reeves confirmed that support from the Liverpool City Region Combined Authority’s £2bn ($2.6bn) Investment Fund would be directed towards key schemes in the city.

Pall Mall was identified as a priority project under an initiative focused on increasing urban density and redeveloping brownfield sites.

VINCI Construction, a subsidiary of VINCI Group, has been contracted to deliver office space designed to meet net-zero carbon standards, along with ground-floor retail units and a 0.5-acre green space.

The scheme aims to attract business investment, create employment opportunities and promote sustainable economic growth.

The announcement of VINCI’s appointment is being highlighted at the Imagine Liverpool Board event, held at The London Centre, Aldermanbury. The event brings together figures from investment, development and regeneration sectors to discuss Liverpool’s development opportunities and ongoing projects.

The Imagine Liverpool Board includes representatives from Liverpool City Council, the Liverpool City Region Combined Authority, and public and private sector partners.

Liverpool City Council leader Liam Robinson said: “Pall Mall is a transformational opportunity for Liverpool and a key part of our ambition to deliver the high-quality commercial space needed to support a modern, growing economy.

“This scheme will play a major role in attracting new businesses, supporting job creation and reinforcing Liverpool’s position as a leading destination for investment.”

Liverpool City Council is partnering with Kier to bring forward the initial phase of the Pall Mall scheme, which forms part of a wider masterplan intended to transform the area into a commercial district.

Kier Property senior development director Mark Robinson said: “Seeing this scheme move forward in partnership with Liverpool City Council is a significant achievement and a testament to the strength of our shared vision for Liverpool’s future.

“We are proud to continue working together to bring forward an exciting and transformative development that will help establish this scheme as Liverpool’s premier commercial destination.”

VINCI Building regional director Gary Hughes said: “We’re delighted to be involved in the Pall Mall regeneration project, having been appointed as preferred bidder for the scheme.

“This will certainly enable us to deliver meaningful social and economic value alongside high-quality, sustainable development that reflects the city’s ambition and growth.”

Further updates on the next stages of the Pall Mall project are expected in due course.

Last month, VINCI Construction was awarded the contract to deliver the second building of the New Reims Hospital for CHU de Reims, France.
