TxDOT selects Ferrovial for $1.47bn SH 99 Grand Parkway project 

The project will introduce four new tolled lanes, two in each direction, stretching from FM 646 to south of FM 2403.

The Texas Department of Transportation (TxDOT) has chosen Ferrovial for a project worth about $1.47bn to deliver design, construction and maintenance for Segment B-1 of the SH 99 Grand Parkway project in Houston, Texas. 

Segment B-1, which extends nearly 15 miles through Brazoria and Galveston counties, is part of a wider effort to expand the 184-mile Grand Parkway surrounding Houston.  

The project will introduce four new tolled lanes, two in each direction, stretching from FM 646 to south of FM 2403.  

In addition to the new lanes, the scope of work includes constructing discontinuous frontage roads, adding direct connectors at SH 35 and the new SH 99, and making operational improvements along approximately 5.9 miles of SH 35. TxDOT will operate the tolled lanes once construction concludes. 

The expansion of the SH 99 Grand Parkway Segment B-1 aims to improve travel reliability and reduce congestion, Ferrovial said. 

The project is also expected to improve emergency response and expand hurricane evacuation options for south-east Texas.

Segment B-1 forms a portion of the environmental clearance granted for the wider 28-mile Segment B corridor, which links I-45 South in League City, SH 35 in Alvin, and SH 288 near Rosharon, passing through both Galveston and Brazoria counties.  

As part of earlier agreements, TxDOT signed Toll Project Agreements in February 2023 with both counties to develop, finance, construct and operate Segment B-1.  

TxDOT and Ferrovial expect to finalise the contract this summer. Substantial completion of the segment is targeted for winter 2031-32, and the agreement includes a capital maintenance term of up to 15 years.
