Peel Waters appoints GRAHAM as main contractor for £71m Central Docks project 

The company’s responsibilities will include creating infrastructure to support new homes as outlined in Peel Waters' master plan.

Waterside regeneration specialist Peel Waters has selected GRAHAM as the principal contractor for an infrastructure development at Central Docks, a brownfield site in Liverpool, UK.  

Central Docks is part of the larger Liverpool Waters project, which includes five planned neighbourhoods. 

This appointment builds on recent progress at Central Docks, following the completion of residential developments and the finalisation of designs for infrastructure and Central Park. 

Peel Waters managing director James Whittaker said: “The appointment of GRAHAM is a major step forward in turning our vision for Central Docks at Liverpool Waters into more of a reality as it means we are gearing up to breaking ground to provide much-needed infrastructure to enable more development plots and housing to come forward.” 

GRAHAM's responsibilities will include creating essential infrastructure to support roughly 2,350 new homes as outlined in Peel Waters' master plan. 

The project encompasses the installation of underground utilities, roadways, and public spaces, along with the establishment of the 2.1-hectare Central Park.  

This park will include sports and recreational facilities, as well as leisure areas. 

The £71m ($95.27m) contract awarded to GRAHAM forms the bulk of the £81.1m project cost, supported by £25.9m from Peel Waters and £55.2m from Homes England.  

This funding was part of the New Homes Accelerator initiative and received approval in the UK government's budget. 

Liverpool City Council has agreed to manage the £55.2m Brownfield Infrastructure Land grant from Homes England for Peel Waters. 

GRAHAM contracts director Alastair Lewis said: “We’re delighted to be appointed as principal contractor on this landmark scheme for Peel Waters - reflecting our shared commitment to creating infrastructure and neighbourhoods that prioritise sustainability and community. 

“This project will play a pivotal role in further regeneration of the docklands area, and we look forward to working with Peel Waters to transform this site into an iconic world heritage waterfront."

Construction on Central Park and the supporting infrastructure for Central Docks is set to begin later this year.
