Singapore’s LTA awards $939m contracts for Tuas Road Viaduct Phase 2

The project includes new elevated roads, road improvements, drainage upgrades and related infrastructure.

Singapore’s Land Transport Authority (LTA) has awarded three construction contracts worth about S$1.2bn ($939m) for Tuas Road Viaduct (Phase 2), which will extend the existing elevated road network towards Tuas Port and Tuas South.

Work is expected to begin in early 2027, with the viaducts due to be completed progressively from 2032. The project includes new elevated roads, road improvements, drainage upgrades and related infrastructure.

Hwa Seng Builder has secured a S$381.6m contract to construct the Pioneer Road Viaduct. China Communications Construction Company (Singapore Branch) was awarded a S$430.3m contract for the Tuas South Avenue 3 Viaduct while China Harbour (Singapore) Engineering Company received a S$404.4m contract for the Tuas South Boulevard Viaduct.

The project will extend the existing Tuas Road Viaduct at both its western and eastern ends, improving connections between Pioneer Road, Tuas South and Tuas Port. The new links will run to Tuas Port via Tuas South Avenue 3 and Tuas South Boulevard, and towards the city via Pioneer Road.

Once completed, the existing Tuas Road Viaduct and the Phase 2 extension will form an elevated road corridor running from the Ayer Rajah Expressway (AYE) and Pan-Island Expressway (PIE) to Pioneer Road and Tuas South. The route will bypass 18 surface-level junctions and provide a direct link to Tuas Port.

The scheme aims to support industrial development in Tuas South and the consolidation of Singapore’s container port operations at Tuas over the next decade.

Hwa Seng Builder has previously worked on the viaduct between the Tampines Expressway and Pan-Island Expressway, as well as Upper Changi Road East and expansion works at the Kallang-Paya Lebar Expressway and Tampines Expressway interchange. Its current work includes the Loyang Viaduct and three stations on the Jurong Region Line.

China Communications Construction Company is currently involved in the construction of Boon Lay station and viaduct works on the Jurong Region Line. Its other projects include viaduct and tunnel works for the Johor Bahru–Singapore Rapid Transit System Link and the Jurong East Integrated Transport Hub.

China Harbour is building two stations on the Jurong Region Line.

Traffic realignments and lane closures will be introduced progressively along Tuas South Avenue 3, Tuas South Boulevard and Pioneer Road to facilitate construction.

LTA said it would monitor traffic conditions and implement traffic management measures, including temporary bus stop shelters and footpaths if existing facilities are affected.

Earlier this year, LTA awarded the final civil contract for the Downtown Line 2 extension (DTL2e), advancing the latest phase of the city-state’s rail network expansion.
