The state government of Western Australia (WA) has issued a request for proposal (RFP) seeing bids from potential contractors to construct the Morley-Ellenbrook Line, as part of the METRONET project.

Under a competitive alliance model, the RFP calls for the design, construction, and commissioning of the new rail line, which will be one of the four work packages to develop the Morley-Ellenbrook Line.

The scope of the contract includes the construction of 21km rail track from Bayswater, up the middle of Tonkin Highway, through land north of Marshall Road, along the western side of Drumpellier Drive. It will end in the Ellenbrook town centre.

The contractors will be responsible for delivering rail track, systems and five stations, including bulk earthworks and retaining, structures, grade separations, roads and drainage.

The five stations, which include Ellenbrook, Whiteman, Malaga, Noranda and Morley, are planned to be built as part of the project. It will have provision for a sixth station at Bennett Springs East.

Western Australia Transport Minister Rita Saffioti said: “The Request for Proposal for the Morley-Ellenbrook Line marks another significant milestone for this major METRONET project.

“The McGowan Government started from scratch to get this project funded, planned and ready to approach the market.

“Through METRONET, we have been working with local companies in the lead up to going to market so they can leverage opportunities and maximise local jobs.”

Following signing a contract later this year, main construction work is scheduled to commence in 2021. The Morley-Ellenbrook Line project’s enabling works have already commenced at Bayswater Station.

Western Australia Premier Mark McGowan said: “My Government’s number one priority is local jobs – major METRONET infrastructure projects like the Morley-Ellenbrook Line will create thousands of local opportunities as well as improving public transport options across our suburbs.

“This year alone we will have an unprecedented six METRONET projects underway, creating thousands of local jobs and opportunities for local businesses.”
