Webuild has signed a €2.7bn ($3.1bn) contract for the delivery of the Pape Tunnel and Underground Stations (PTUS) package, marking a new phase in the construction of Toronto’s Ontario Line.
This development follows the completion of an initial design phase earlier this year and moves the project into its execution stage.

Regarded as one of the most technically complex segments of the Ontario Line project, the PTUS package involves excavating two parallel, 3km tunnels and building two new underground stations.
The package will also provide a key interconnection to Line 2 of the Toronto Transit Commission’s subway system, enhancing integration between the new Ontario Line and the existing city network.
Webuild, which holds a 50% share in the contract, will lead the joint venture alongside Spanish partner FCC.
The contract, awarded by Metrolinx and Infrastructure Ontario, is regarded as one of the most technically complex components of the Ontario Line project due to the urban density and pre-existing infrastructure in the area.
Construction will take place in a busy metropolitan environment, requiring substantial coordination to minimise disruption to city operations.
This includes navigating above and below-ground utilities, existing transport infrastructure and urban traffic, Webuild said.
The Ontario Line will span 15.6km with a total of 15 stations and more than 40 connections to current transit routes. It aims to reduce end-to-end travel times across Toronto to under 30 minutes, improving mobility and capacity across the city once completed.
The PTUS contract will be delivered using a Progressive Design-Build model, a collaborative approach that aims to refine construction methods, costs and design solutions as the project progresses.
Webuild is part of several major Canadian transit initiatives. In addition to the PTUS and the previously awarded Rolling Stock, Systems, Operations and Maintenance (RSSOM) package for trains and systems on the Ontario Line, the company is currently constructing the Hazel McCallion light rail line connecting the cities of Mississauga and Brampton.
