Muse and Homes England have received a resolution from Slough Borough Council’s Planning Committee to grant planning permission for the North West Quadrant project, a £640m ($857m) redevelopment planned for the former Thames Valley University site in Slough town centre.

The 3.6ha site, vacant since the university closed, will become a mixed-use neighbourhood with significant residential, commercial and community features.

The approved proposals outline the construction of 1,539 new homes alongside a 25,030m² office building, 3,220m² of retail space and a 450m² nursery, accommodating up to 100 children.

Plans also include a new community event space, a central park with additional green and play areas, improved walking and cycling facilities, and 420 parking spaces.

The site is next to Slough railway station and is seen as a key part of broader efforts to regenerate the town centre.

According to Muse, the company has been active in the local regeneration landscape for over a decade. Through its partnership with Slough Borough Council, it has delivered projects such as the Curve, the Centre, Slough Ice Arena, the Moxy Hotel and more than 500 new homes.

Muse senior project manager Hollie Carlile said: “Muse and Homes England have worked closely with the local community and stakeholders as the proposals have developed, and we are grateful to everyone who has taken the time to engage with us and share their views.

“We look forward to continuing that conversation as we move towards the next stage of the project.”

The planning process followed a consultation programme that included events inviting residents, businesses and stakeholders to comment on the design and propose uses for the site, both while development is under way and once complete.

Homes England project director Charlotte O’Mahony said: “In partnership with Muse, the resolution to grant planning permission for North West Quadrant enables us to move forward with transforming this long-vacant site into a vibrant mixed-use neighbourhood.

“The scheme will deliver much-needed new homes alongside workspace, shops and high-quality public spaces, demonstrating Homes England’s commitment to working collaboratively with partners to unlock regeneration, support economic growth and create sustainable and thriving communities.”

In July 2026, Muse entered into a partnership with Milton Keynes City Council and Milton Keynes Development Partnership to create a masterplan for the Central Bletchley regeneration project.
