The Port Authority of New York and New Jersey (PANYNJ) has chosen a joint venture (JV) of STV and Turner Construction to provide construction management services for phase 1 of the Midtown Bus Terminal Replacement (MTBTR) programme.
This phase will involve building an interim seven-level bus terminal and new ramp infrastructure, intended to maintain transport for more than 200,000 daily commuters during the redevelopment process.

Under this agreement, STV and Turner will oversee construction management activities focusing on safety, stakeholder coordination and schedule optimisation.
The initial phase’s interim facility spans 900,000ft². Once its primary use concludes, the structure will transition to bus staging and storage to support later phases of the project.
The ongoing works require extensive coordination between demolition and new construction, and integration with existing transport systems within a high-traffic section of Manhattan.
In addition, the project management team will support the Port Authority’s sustainability targets and community engagement commitments.

The Midtown Bus Terminal, which opened in 1950, currently accommodates a large number of commuters and visitors each weekday.
The new facility is designed to meet projected increases in cross-Hudson travel, improve accessibility and the customer experience, and help achieve the Port Authority’s environmental and resilience goals.
STV and Turner have previously collaborated on major infrastructure projects in the region, such as LaGuardia Airport, the New York Police Academy and Ruth Bader Ginsburg Hospital.
The Midtown Bus Terminal Replacement programme is expected to create construction jobs and offer mobility and economic benefits to the area.
