Oxfordshire County Council in the UK has appointed construction company GRAHAM to undertake the development of a new road and river crossing between Didcot and Culham.

This project forms the final phase of the infrastructure initiative known as the Didcot and surrounding areas HIF1 scheme.

The new Didcot to Culham River crossing aims to provide enhanced transport solutions, making travel more sustainable and easing congestion in the region.

This initiative will enhance pedestrian and cycling networks, supporting housing and employment growth, and facilitating new bus services.

The planned infrastructure features a 3.6km single carriageway road linking the A4130 at Didcot’s Collett roundabout to the A415 at Culham.

Significant components of the project include a bridge over the Appleford railway sidings and another spanning the River Thames. In addition, the entire route will integrate segregated walking and cycling paths.

GRAHAM contracts director Andrew Henry said: “It is fantastic to have partnered with Oxfordshire County Council once again on another essential civil engineering project in the area.

“The Didcot to Culham River crossing is a complex project, which is ideally suited to our expertise. It will involve a complete overhaul of the current infrastructure, which is no longer fit for purpose, to deliver vital improvement works that support an enhanced quality of living for residents.”

Preliminary works, such as site clearance and archaeological investigations, commenced earlier this year, alongside utility diversions. Early construction activities have now begun, with the project expected to take approximately two and a half years to complete.

The contract awarded to GRAHAM marks the third and final construction agreement within this major project framework.

In March 2026, Herefordshire Council of the UK appointed GRAHAM to carry out the first stage of work on the Hereford Bypass.
