GRAHAM has been appointed by City of Lincoln Council to design and construct the next phase of the Charterholme project, a major housing and infrastructure development in Lincoln, Lincolnshire, in the UK
Under the agreement, GRAHAM will oversee detailed design work in 2026, with the main construction expected to begin in 2027 pending planning and budget approvals.

The Charterholme site covers approximately 240 hectares and is planned to provide up to 3,200 new homes, in addition to a local centre, a primary school, commercial and employment areas, recreational spaces and green infrastructure.
The project also includes the creation of new cycling and walking routes, with dedicated facilities to encourage sustainable travel and strengthen Lincoln’s transport connections, particularly via a central ‘spine route’ across the site.
This appointment follows GRAHAM’s completion of gateway and railway bridge infrastructure works on Tritton Road, which was delivered ahead of schedule in December 2025.
The construction phase to be led by the company includes building a new link road that connects the western access from Skellingthorpe Road, completed in 2024, with the eastern access at Tritton Road from Phase 1b, finished in 2025.
Additional planned works feature street lighting, drainage, landscaping, new utility infrastructure and ground preparation for housing. Archaeological investigations are due to take place in summer and autumn as part of the site’s enabling works.
Charterholme is among four sustainable urban extensions (SUE) designated in the Central Lincolnshire Local Plan, adopted in April 2023, to facilitate future expansion in the Lincoln area.
The site is situated nearest to the city centre and serves as the main location for sustainable housing growth in Lincoln.
