Development agreement reached for $1.3bn Stevenage Station Gateway scheme

The project will offer at least 1,000 homes, upgraded station facilities and 50,000m2 for public and community spaces.

Muse, the urban regeneration division of Morgan Sindall, has signed a development agreement for the Stevenage Station Gateway project in Hertfordshire, UK, which forms part of a larger programme to transform the town centre.

The agreement has been signed with Stevenage Borough Council and will be supported by ECF, a collaboration between Muse, Homes England and Legal & General with input from the Stevenage Development Board.

The initiative, expected to cost about £1bn ($1.3bn), will provide at least 1,000 homes, updated station infrastructure, and 50,000m2 of additional development incorporating public and community spaces.

These features will be positioned along a landscaped route that links central Stevenage with the updated station and the Leisure Park.

The procurement process was managed by Pagabo through its Developer Led Framework on behalf of Cumbria, Northumberland, Tyne and Wear NHS Trust.

The construction of a multi-storey car park at the station, already completed, received £6m in funding from the government’s Towns Fund following efforts by the Stevenage Development Board.

ECF’s involvement will support further work in the area surrounding the rail station.

The next phase of the project involves creating a detailed masterplan. Stevenage Borough Council and ECF have announced their intention to gather local opinions to ensure public feedback shapes the development of the plans.

The consultation for this masterplan is set to take place in early 2026.

Engagement opportunities will include digital surveys, community events, stakeholder sessions and written submissions. Details will be released to facilitate public participation.

If government funding is obtained, construction is set to start in 2028, with the first homes expected to be completed by 2030.
