Kier has begun the principal construction phase of the Twickenham Riverside regeneration scheme in partnership with the London Borough of Richmond upon Thames in the UK.
Located on Twickenham Embankment beside the River Thames, the project will redevelop the site to deliver 45 new homes, with half designated as affordable housing.
The development comprises two new buildings, Wharf Lane and Water Lane, framing the reinstated Diamond Jubilee Gardens, which will provide a new public open space.
Plans also call for new office, retail, and food and beverage units at street level, and the removal of parking along the Embankment between Water and Wharf Lanes, except for a service area for Eel Pie Island.
Enhanced green spaces are part of the scheme, with new native tree plantings, terraced lawns, a children’s play area, pétanque pitches and event facilities on the river, alongside improved pedestrian footways to better connect the town with the riverside.
This stage of the project follows initial enabling works, including demolition of existing structures on King Street, excavation of the old lido, archaeological investigations and upgrades to underground infrastructure.
A temporary sub-station and flood defence wall have also been installed to support ongoing construction.
Richmond Council leader Gareth Roberts said: “This is about providing much-needed affordable homes, attracting new businesses, creating high-quality public spaces and reconnecting the town centre with the Thames – delivering a riverside residents can be proud of for generations to come.”
The main works will now progress to the groundworks and superstructure construction on Water Lane.
Kier will use modern construction methods, such as precast columns, balconies, and stairwells, to minimise disruption to nearby residents and businesses.
The scheme targets diverting 98% of waste from landfill and reusing 95% of demolition materials on site. The project is expected to be completed in winter 2027.
The project seeks to meet high environmental and well-being standards, including a BREEAM ‘Excellent’ rating, and has achieved an ‘Outstanding’ score in its first Considerate Constructors Scheme assessment.

In July 2025, Kier was awarded a £139m ($188.32m) contract by Severn Trent to upgrade the Wanlip Sewage Treatment Works in Leicestershire, England.
