Westminster City Council has received approval from the Building Safety Regulator (BSR) to proceed with the £229m ($302m) second phase of its Ebury Bridge Estate regeneration in London, UK.

The move follows the BSR’s endorsement of four building safety applications, clearing the way for construction to begin on the next and largest phase of the project.

Phase Two, which is being delivered in partnership with main contractor McLaren Construction, will create 334 homes in a mixed-tenure neighbourhood.

Westminster City Council said that the design and construction plans for all new buildings meet the “highest fire and structural safety benchmarks” as required by the UK Building Safety Act.

The council said achieving the regulator’s approval was the culmination of several months of collaborative work involving its teams, McLaren Construction and its project consultants.

McLaren Construction regeneration managing director Paul Woodhams said: "Ebury Bridge is one of the most significant regeneration projects in London and securing Gateway 2 approval for the second phase is a result of the collaboration between the Council, our team, the wider supply chain and the regulator, ensuring we deliver quality homes for local people.

“This is a complex project with five buildings which required four separate building safety applications and approvals, and the team has done a fantastic job in securing a successful outcome.”

The Ebury Bridge Estate, located in the Knightsbridge and Belgravia area, will deliver approximately 781 new homes upon completion, with at least 386 designated as affordable housing.

The project will also bring new public squares, a retail parade and improved communal amenities.

According to the council, this is the largest development of new council and affordable homes in south Westminster in a generation.

Construction company Bouygues UK completed the project’s first phase in 2024, delivering 226 homes of which 100 were new council properties.
