Homes England, Peel Waters, and Liverpool City Council have commenced construction on the Central Docks area of Liverpool Waters in the UK, following a formal ceremony.

A ground-breaking ceremony was held to mark the start of works.

Peel Waters has selected GRAHAM as the contractor for the site's infrastructure and Central Park construction

Central Docks covers 26 acres and is the largest of five neighbourhoods within the broader Liverpool Waters district.

Plans include approximately 2,350 homes, with options for affordable housing and build-to-rent units.

This will contribute to the UK government’s target of delivering 1.5 million new homes over the next four years.

Peel Waters managing director James Whittaker said: “The ground-breaking of Central Docks marks a pivotal moment not just for Liverpool Waters, but for the future of this iconic waterfront.

"This milestone is the result of years of collaboration with our partners across the public and private sectors, and it reflects our shared commitment to unlocking the full potential of these historic docklands.

“From the foundations we lay today, we’re building futures - for residents, businesses, and the next generation of skilled workers, driving forward regeneration on a scale that will benefit generations to come.”

The project involves £71m ($90.2m) in infrastructure works for a new waterfront community. It is part of an overall project budget of £81m, with £55m from Homes England and £26m from Peel Waters.

Liverpool City Council will oversee the grant funding.

Central Docks forms part of the larger Liverpool Waters master plan, which aims to improve connections between the city and its waterfront.

Completion of infrastructure works and Central Park is scheduled for early 2028.

GRAHAM Civil Engineering managing director Stephen Hill said: “We’re delighted to be appointed as principal contractor on this landmark scheme for Peel Waters, reflecting our shared commitment to creating infrastructure and neighbourhoods that prioritise sustainability and community.”
