A consortium led by Aecon Group has secured a contract worth C$815m ($581m) from the City of Winnipeg for the construction phase of the North End Water Pollution Control Centre (NEWPCC) Sewage Treatment Plant Upgrade – Biosolids Facilities in Manitoba, Canada.
The project is part of an ongoing programme to upgrade the city’s largest wastewater treatment facility.
The contract follows the completion of a collaborative development stage by the Red River Biosolids Partners, which comprises Aecon, MWH Constructors and Oscar Renda Contracting, each with an equal partnership stake.
The consortium, which advanced the project’s design and cost planning during the development phase, will now begin construction works that include new biosolids facilities and modifications to existing infrastructure.
The upgraded operations are expected to come online in the fourth quarter (Q4) of 2030, with final construction anticipated to finish by the second quarter (Q2) of 2031.
Aecon Group executive vice-president and COO Thomas Clochard said: “The completion of the development phase demonstrates the effective collaboration between Aecon, our partners and the City of Winnipeg to advance this critical project that will significantly enhance efficiency and expand the plant’s operating capacity to serve growing populations.”
Stantec is responsible for providing design services for the project.
The NEWPCC currently treats 70% of Winnipeg’s wastewater and manages all biosolids processing for the city.
The upgrades aim to ensure compliance with environmental regulations, increase plant capacity to accommodate population growth, and reduce the amount of nutrients discharged into local waterways.

Aecon has built a portfolio of over 300 water infrastructure projects in Canada and the US, including work on the Regina Wastewater Treatment Plant, Annacis Island Wastewater Treatment Plant, and ongoing projects in Manitoba and the US.
Aecon’s share of the contract value is to be added to its Construction segment backlog in the third quarter of 2026.
In May, a consortium known as the Hamilton Transit Alliance, headed by Aecon Infrastructure, was awarded the contract for the initial phase of civil and utility works on the Hamilton Light Rail Transit project in Ontario.
