The new towers are aligned with the corporation's Destination City growth strategy.
Construction is set to begin next month, with a projected completion date of November 2026.
The development is anticipated to produce 18 million kilowatt-hours of electricity per year.
The agreement took effect on 1 July and will continue until 31 January 2026.
The majority of the agreements are focused on MEP works while the remaining are dedicated to civil construction.
The project will create a new gateway to the district, offering an improved arrival experience for both visitors and locals.
The project includes the construction of a 1,468km line, converter stations at both ends, and more.
The concrete will be delivered via the company's batching plant in Leiston.
