The new headquarters project is forecast for completion by 2029.
The project is being developed by Built Industrial Company, a subsidiary of Ladun.
Construction on the rail and sports projects will commence in July and August 2025.
The planned building, spanning 4,800m², will feature a commercial kitchen, a dining area and a library.
The consent encompasses provisions for 576 residential units of various tenures to support the region's housing needs.
The company will provide a range of services such as project management and leadership, contract administration, and more.
The project is on track for completion early next year, with residents expected to move in shortly thereafter.
By the end of 2025, all elements are expected to be positioned at the bottom of the Scheldt.
