Construction firm NCC and the Swedish Fortifications Agency have signed a partnering agreement for a new artillery regiment base in Kristinehamn, Sweden.
The agreement encompasses both the planning and eventual construction of the facility.

The first phase of the project will focus on detailed planning, including the preparation of construction blueprints, cost calculations and budgeting for the various contract components.
Once this preparatory work is complete, construction contracts will be finalised ahead of the production phase, according to NCC.
The new base is set to be built on a 211ha site at Harberget in eastern Kristinehamn and will include approximately 40 buildings as well as extensive earth and groundworks.
The project will re-establish the Swedish Armed Forces’ operations in the region, restoring a local presence that had been absent since the regiment’s previous disbandment.
Upon completion, the facility is expected to employ around 350 armed forces personnel and 250 conscripts and will serve as a location for basic military training.
Government approval for the construction of the Bergslagen Artillery Regiment A9 base was granted in July this year, with a maximum budget of nearly Skr6.5bn ($677.48m).
In April 2026, the Swedish Fortifications Agency sought the government’s consent to invest in land infrastructure and new facilities for the regiment.
Construction at the permanent site will be carried out in stages between 2027 and 2030, with military operations continuing in temporary premises until the development is complete.
The re-establishment of the Bergslagen Artillery Regiment A9 was decided by the Swedish parliament in December 2020 as part of ongoing efforts to strengthen the nation’s defence capacity.
The regiment, which was disbanded in 2000, was officially inaugurated again in 2022.

This latest agreement follows NCC’s recent commission for another construction and civil engineering project in northern Sweden, valued at approximately Skr300m.
