The Boring Company and Dubai’s Roads and Transport Authority (RTA) have entered into a formal partnership to implement the Dubai Loop passenger transport tunnel, following an agreement signed during the World Governments Summit 2026.

The initial phase of the project will involve the construction of a 6.4km pilot tunnel route with four stations, connecting Dubai International Financial Centre and Dubai Mall.

Officials from both The Boring Company and RTA, including Mattar Al Tayer and James Fitzgerald, signed the accord in the presence of senior representatives.

The companies plan to expand the project to cover a 22.5km alignment with 19 stations.

This will connect major commercial hubs such as the Dubai World Trade Centre, Business Bay, and the financial district.

The tunnels, measuring 3.6m in diameter, are dedicated to vehicle transport and will use tunnelling methods intended to expedite construction and reduce costs compared to conventional systems.

The estimated investment for the first phase stands at around $154m, with delivery expected approximately one year after finalising designs and preparations.

Full project completion is projected at a cost of about $545m over three years.

This agreement follows a previous arrangement established during the World Governments Summit 2025, when RTA began providing The Boring Company with site data and environmental assessments for feasibility studies.

As part of that process, The Boring Company completed technical reviews and collaborated with international advisers to determine a suitable partnership framework.

Both parties will now proceed with detailed design work and begin preparing for construction activities.

RTA executive directors board chairman, director general Mattar Al Tayer said: “The project represents a qualitative addition to Dubai’s transport ecosystem, as it enhances integration between different mobility modes and provides flexible and efficient first- and last-mile solutions.

“Studies have demonstrated the project’s efficiency in terms of capacity and operating costs, with the pilot route expected to serve around 13,000 passengers per day, while the full route is projected to have a total capacity of approximately 30,000 passengers per day.”

The Boring Company aims to secure multiple permits from relevant authorities to start tunnelling operations in the latter half of 2026.
