Waka Kotahi NZ Transport Agency has appointed HEB Construction as part of a consortium formed with Fulton Hogan, Aurecon, Tonkin + Taylor, for the design and construction of the Penlink project in New Zealand.
HEB Construction is Vinci Construction’s New Zealand-based subsidiary.

The Penlink project will serve an important transportation link in the north Auckland region.
This contract is an “Alliance” type, creating an integrated team that includes the designer-constructor consortium and Waka Kotahi.
The €305m project features construction of a 7km two-lane highway with a distinct shared path for pedestrians and cyclists, as well as six bridges, including the country’s first extradosed bridge.
The design and construction methodologies to be adopted by the consortium is expected to enable a drop in carbon emissions by up to 20% as against a traditional design.

By GlobalDataA lowered entrance to the 550m extradosed bridge is expected to align well with the landscape and allow 235m to be trimmed off the overall crossing, thereby cutting down the amount of steel and concrete needed for construction.
Furthermore, to cut down the environmental impact, the crossing has been designed with two piers instead of three in the Wēiti River.
The alliance has worked on tapping renewable energy sources, harvesting rainwater and enhancing the recycling of construction materials.
The Penlink design figures a safeguard to a wide range of flora and fauna through initial investigations. Continuous environmental monitoring will be undertaken until the project completion in late 2026.
