Veidekke has signed a Nkr5.4bn ($564m) design and build contract with the Norwegian Public Roads Administration to deliver the second phase of the E134 Oslofjord Connection between Frogn and Asker in Akershus.
The agreement, excluding VAT, is the largest in Veidekke’s history and will be added to the company’s order backlog in the second quarter of 2026.

The project will widen a 14km section of the E134 from two to four lanes and includes a new tube for the 7.4km Oslofjord Tunnel, the 1.6km Frogn Tunnel and the 370m Vassum Tunnel.
Works also cover new tunnel portals, several bridges and the reconfiguration of interchange areas. Existing tunnels on the stretch will be upgraded to current tunnel safety standards.
Construction is scheduled to start this summer with an estimated build period of seven years, in line with the contract award recommendation announced on 17 March 2026.
The Oslofjord Tunnel carries more than 11,000 vehicles daily, including a high share of heavy goods vehicles.
The additional tube is intended to increase capacity and improve traffic predictability and safety.
Veidekke president and CEO Jimmy Bengtsson said: “We have been working on preparations for approximately two years, and we are therefore very well prepared.
“This project allows us to apply our broad construction expertise and experience in close cooperation with the Norwegian Public Roads Administration. We are greatly looking forward to commencing construction work.”
The roads administration nominated Veidekke for the project on 17 March after negotiations, assessing the company’s offer as the best in terms of price, quality and environmental performance.
The standstill period ended on 27 March, clearing the way for contract signing.
In October 2025, Veidekke won a contract from the Swedish Transport Administration to deliver key works on the Korsvägen section of Gothenburg’s West Link rail project, after the previous contractor’s agreement was terminated.
