The US Navy and Ameresco Federal Solutions have broken ground on $173m clean tech energy project at Norfolk Naval Shipyard (NNSY) in Portsmouth, Virginia.

Under this energy savings performance contract (ESPC), Ameresco will be responsible for constructing a 19MW combined heat and power (CHP) plant, a 3MW battery energy storage system, and a microgrid control system that will offer long-term energy security to the site, while slashing the power imported from the grid by 68%.

Ameresco will also renovate the existing backup power assets and integrate them into the microgrid, besides upgrading the electric distribution system.

A new industrial wastewater treatment plant (IWTP) will also be built to treat contaminated water produced at the site as a result of ship repair activities.

The firm was given the task of evaluating potential industrial process improvements. As a part of this task, the firm developed a solution that is claimed to produce sufficient savings from recycling water within the plant whilst reducing operating costs in order to pay for the full replacement of the 40-year-old IWTP at the site.

Ameresco Federal Solutions executive vice president and general manager Nicole Bulgarino said: “This project, which features both a new industrial water treatment plant and the integration of a new CHP plant and battery storage within a microgrid control system, will deliver long-term efficiency, reliability, and resiliency in support of the NNSY mission.

Construction of the project is expected to be completed next year.

Until January 2044, Ameresco will operate and maintain the CHP plant, IWTP, and microgrid.

Over 22 years, the project is expected to provide over $411m in guaranteed cost savings.
