Massachusetts Bay Transportation Authority (MBTA) in the US has awarded a $403.5m contract to SCR Constructors for the mainline construction of $2.3bn South Coast Rail project.

SCR Constructors is a joint venture between Tutor Perini (TPC) and Middlesex Corporation.

Under the contract, SCR Constructors will construct the New Bedford Main Line, upgrade the Middleborough Secondary Line, and build the Phase 1 signal and communication system.

The contract marks the second of two major construction packages of South Coast Rail Phase 1, which is scheduled for completion in late 2023.

Phase 1 of the South Coast Rail project will connect south-eastern Massachusetts and Boston. This will provide riders with a 1-seat trip from Taunton, Fall River, and New Bedford to Boston.

The scope of the contract involves the construction of two Commuter Rail stations in New Bedford as well as stations in East Taunton and Middleborough.

Additionally, SCR Constructors will be responsible for building a layover facility for train storage in New Bedford at Whale’s Tooth, adjacent to an existing rail storage area as well as work on 24 miles of track, 12 interlockings, 11 culverts and additional systems and infrastructure.

MBTA general manager Steve Poftak said: “This contract is the second major step taken this year to advance the critically important South Coast Rail.

“Building upon the early-action progress made by MassDOT, this contract award means the construction of brand new and fully accessible stations in East Taunton, Middleborough, and 2 in New Bedford, a brand new layover facility in New Bedford, and important work on signal and communications systems.”

SCR Constructors plans to commence construction on the project this fall and complete in 37 months.

Ways and Means senate committee chair Michael Rodrigues (D–Westport) said: “The approval of this contract is an absolutely vital step towards fulfilling the over-20-year-old promise of South Coast Rail.

“This latest award is a significant investment in the infrastructure needed for this project. I applaud the Baker-Polito Administration’s steadfast commitment, even in the face of unprecedented uncertainty, to bringing rail service to the South Coast.”
