Actis-backed clean energy company Rezolv Energy has awarded Austria-based PORR the civil and electrical contract for the second phase of construction on the VIFOR wind farm in Romania.

VIFOR, with a capacity of 461MW, is set to become the largest wind farm in Romania over the past decade. The project is expected to play a key role in Romania’s aim to source 86% of its energy from renewables by 2050.

Its second phase of construction includes building 42 concrete foundations and as many crushed stone platforms as needed for turbine installation. Construction work for this phase is set to commence later in 2025.

Through its subsidiary, First Looks Solutions, Rezolv Energy has assigned the balance of plant contract, covering civil engineering and high-voltage electrical tasks, to PORR.

The Austrian company will also construct 40km of access roads and install 75km of power and fibreoptic cables for the collection system, connecting the turbines to a substation.

Additionally, this phase includes expanding the aforementioned substation. The project’s duration is scheduled from this month to November 2026.

PORR CEO Karl-Heinz Strauss said: “The VIFOR wind farm in Romania is a major project and makes an important contribution to delivering the planned energy transition. PORR has already successfully built multiple onshore and offshore wind farms in Europe.”

For this second phase, Vestas will provide 42 EnVentus V162 6.4MW turbines, which are said to be the most powerful turbines to be installed in Romania.

The VIFOR wind farm is located in Buzău county, 90km north-east of Bucharest.

Currently under construction, the Romanian wind farm’s phase one is expected to become operational by early 2026 with a capacity of 192MW.

Both phases will utilise the same turbine model, featuring a 166m hub height and an 81m rotor diameter, designed for optimal efficiency.

Full completion of the wind farm is expected in mid-2027, following which it will be capable of supplying electricity to over 700,000 households.
