Marubeni has decided to construct two offshore projects with a combined capacity of 140MW, at Akita Port and Noshiro Port in Akita Prefecture, Japan.

The project will be carried out by a special purpose entity, known as Akita Offshore Wind Corporation (AOW), in collaboration with Obayashi, Tohoku Sustainable & Renewable Energy, Cosmo Eco Power, Kansai Electric Power, Chubu Electric Power, Akita Bank, Ohmori, Sawakigumi, Kyowa Oil, Katokensetsu, Kanpu and Sankyo. AOW was established by Marubeni in April 2016.

The project team will be responsible for the construction, operation, and maintenance of the offshore wind farms.
The two bottom-fixed wind farms form an offshore complex, which is estimated to cost JPY100bn ($921.4m). The offshore complex also includes onshore substation and transmission lines.

Marubeni expects the offshore wind farms to be the first large-scale offshore wind power project in the country established on a commercial basis.

The project team secured financing for the construction of two offshore projects from multiple domestic and foreign financial institutions. MUFG Bank, Mizuho Bank and Sumitomo Mitsui Banking are jointly serving as the mandated lead arrangers.

As a result, Marubeni established the Akita Offshore Wind Corp and signed an agreement with other partners to conduct a feasibility study for the project. The firms have then decided to move ahead with the construction of the offshore wind farm project.

The power generated by the offshore wind farms will be sold to Tohoku Electric Power under a 20-year power purchase agreement.

Construction on onshore substations and transmission lines will commence in February 2020 and will be completed in 2022.

The partners will use Noshiro Port as the base port for operations and maintenance of the two wind farms.

Earlier, Marubeni said in a statement: “The wind conditions in Akita Prefecture are fairly reliable compared to that of other Japanese prefectures.”
