China National Chemical Engineering & Construction Corporation Seven (CC7) has won a $1.99bn contract from TA’ZIZ to provide engineering, procurement and construction (EPC) services for an integrated polyvinyl chloride (PVC) production complex in Ruwais, United Arab Emirates (UAE).
The facility, when completed, will be among the three largest such sites globally and is scheduled for completion by the fourth quarter (Q4) of 2028.

The new single-site PVC complex will sit within the TA’ZIZ industrial ecosystem and is planned to produce 1.9 million tonnes per annum (mtpa) of PVC, vinyl chloride monomer (VCM), ethylene dichloride (EDC), and caustic soda.
These materials are used across sectors such as construction, packaging, infrastructure, and healthcare, both within the UAE and internationally.
TA’ZIZ CEO Mashal Al Kindi said: “This award marks a key milestone in TA’ZIZ’s journey to build a globally competitive chemicals and transition fuels platform in the UAE.
“Localising the production of critical chemicals like PVC and caustic soda will strengthen the country’s industrial resilience, generate considerable in-country value, unlock new downstream manufacturing opportunities, and deliver significant long-term value to the nation’s economy.”

By GlobalDataThis contract follows previous EPC awards for ammonia and methanol facilities at TA’ZIZ, which are part of a broader effort to establish the first-phase 4.7mtpa chemical production ecosystem.
Once operational, TA’ZIZ will become a key regional supplier of PVC, VCM, EDC and caustic soda.
TA’ZIZ announced the award at the Abu Dhabi International Petroleum Exhibition & Conference exhibition as part of its strategy to develop local supply chains and advance new value chains in the UAE.
The company states that the platform’s first phase is projected to add $50bn to the country’s economy over its lifetime.
It is expected to create 20,000 jobs during construction and 6,000 roles during operation.
The platform is expected to allow local manufacturers to produce a wide range of chemical end-products domestically for the first time.
