
A joint venture (JV) between Binnies and AECOM has been appointed by PUB, Singapore’s National Water Agency, to provide professional engineering services for the third-phase expansion of the Changi Water Reclamation Plant (WRP) in the eastern part of the country.
The facility is claimed to be one of the largest water treatment plants globally, and the third-phase expansion will increase its capacity by up to 96 million gallons per day.
Changi WRP is also a key element of the Deep Tunnel Sewerage System and plays an important role in PUB’s used water management strategy.
Under the contract from PUB, Binnies Singapore, which is a part of the RSK Group, and AECOM will carry out preliminary design for the expansion, alongside a cost-benefit analysis to identify the most suitable design approach.
The work will also involve engineering studies on future expansion planning and environmental assessments, as well as detailed design and supervision of construction.
Binnies Singapore managing director JV board member William Yong said: “The project aims to increase the capacity of the used water treatment facility and improve its overall operational efficiency.
“To achieve this, advanced used water treatment technologies will be introduced, enhancing the site’s efficiency and space utilisation.
“A central focus of our efforts is the development of a future-ready master plan that ensures the long-term sustainability and resilience of Changi WRP.”

Once completed, the latest expansion of Changi WRP is expected to play a major role in securing a sustainable water supply for Singapore.
This June, AECOM was appointed as the technical adviser and lead consultant for VicGrid.
VicGrid is a newly established Victorian government agency in Australia.
It is responsible for planning and developing energy infrastructure to create a more efficient state electricity grid.
Earlier this month, meanwhile, AECOM was selected by Shomoul Holding as project management consultant and engineer for the second phase of The Avenues – Riyadh, a mixed-use project in North Riyadh City, Saudi Arabia.
