Libya’s Housing and Infrastructure Board (HIB) has appointed AECOM as programme manager for a housing infrastructure development programme to be implemented nationwide.
Initially, the value is worth $209m for a period of 25-months, under which the company will act as lead programme manager for the Libyan HIB for all urban areas.

The HIB is currently implementing a capital budget programme, which is a comprehensive housing and infrastructure development programme with current contracted value of more than $36bn.
The programme could be worth more than $100bn as the programme expands and becomes fully reestablished, AECOM said.
Scope of work under the Libyan HIB includes construction of new housing and infrastructure systems for all cities across the country; urban design and development; housing units and residential settlements.

By GlobalDataThe HIB programme also includes renovation of the existing infrastructure, roads, highways, bridges, water, wastewater and other utility systems; and implementation of environmentally focused, sustainable processes.
In addition, AECOM will act as the main advisor to the Ministry of Housing and Utilities (MHU) which is overseeing the HIB and other agencies, with responsibility of ensuring that common systems and standards are maintained in similar projects in other MHU agencies.
According to the company, if the current contract is completed in time, the role of AECOM could expand to align with the scope of HIB and MHU programmes.
Libyan Ministry of Housing and Utilities Minister Ali Sharif said the contract is part of government’s commitment to reestablish the development of national housing and infrastructure programme.
"We are moving forward to enhance the quality of life of our people and the economic potential of our country through this major housing and infrastructure development initiative," Sharif said.
Serving as lead programme manager, the company will administer the HIB’s capital programme, as well as work with the HIB and ministry, overseeing the hundreds of technical professionals working on the programme and outside firms responsible for specific planning, design and construction management.
The company will also work with the HIB and ministry to restart and implement construction contracts across the country.
