The GelreGroen consortium and Rijkswaterstaat have reached financial close on the ViA15 motorway project, advancing a major infrastructure initiative in the Arnhem-Nijmegen region of the Netherlands.
With a contract value of $1.4bn, the ViA15 project will be delivered through a public-private partnership under a design, build, finance, and maintenance (DBFM) model.

The project covers expanding the A15 motorway between Valburg and Ressen for 11km and the A12 motorway between Westervoort and Oud-Dijk for 12km.
It also includes building a new 12km extension of the A15, which consists of a 2.5km bridge over the Pannerdensch Canal. Ongoing maintenance of these sections is part of the scope.
The ViA15 initiative aims to address significant congestion in the eastern Netherlands by enhancing regional and international connectivity.
Upon completion, it will create a direct corridor between Rotterdam’s port and Germany’s industrial regions.

BESIX Invest structured the financing for the project and participates as a shareholder as well.
Construction is scheduled to accelerate in early 2026 with access roads, before main works commence.
Preparatory works began in late 2025 with utility relocations, soil analysis, and site establishment.
The upgraded and new routes are expected to open to traffic by late 2031.
The project has been subject to public consultation regarding environmental impact and accessibility issues.
The consortium intends to integrate noise barriers and drainage systems while incorporating intelligent traffic management technology and active transport lanes as part of the overall design.

The Dutch government and province of Gelderland support this development as part of efforts to reduce bottlenecks in Arnhem and surrounding areas through expanded road capacity under the ViA15 designation.
