Tutor Perini subsidiary wins £96m wastewater treatment plant contract in Guam

Black Construction (BCC), a subsidiary of construction company Tutor Perini, has secured a contract worth approximately $122m (£95.7m) to upgrade the Northern District Wastewater Treatment Plant (NDWWTP) in the Village of Dededo, Guam.

Under the contract, signed with the Guam Waterworks Authority, BCC will be responsible for complete construction of new secondary wastewater treatment facilities at the Northern District Wastewater Treatment Plant, as well as upgrades and repurposing of certain existing infrastructure and facilities at the plant.

BCC plans to commence work on the project in the third quarter of 2019 and complete in the fourth quarter of 2021.

Last year, Gresham, Smith and Partners was selected as the lead process design manager, as a prime sub-consultant to Dueñas, Camacho and Associates (DCA), for the upgrade project.

The upgrade of the NDWWTP will increase its capacity to 12 million gallons per day (mgd) and provide secondary biological treatment to reduce pollutants in the wastewater prior to its release into the Philippine Sea.

At that time, Gresham, Smith and Partners said in a statement: "At an approximate cost of $100 million, one of the primary goals for the NDWWTP project is to provide improved wastewater infrastructure to protect marine and groundwater resources, as well as to accommodate the relocation of 5,000 members of the military and their families from Okinawa, Japan to a new Marines Corps Base on Guam."

GS&P will also carry out wastewater characterization study as well as develop a dynamic process model to assess processes to determine the efficient solution.

The improvements at the plant will allow for production of treated water quality that meets stringent standards as mandated by Region 9 of the US Environmental Protection Agency (EPA).

Guam Waterworks Authority general manager Miguel Bordallo earlier said: “The Guam Waterworks Authority has committed to completing these needed improvements of increasing the capacity of the plant and upgrading to a secondary treatment process to improve our levels of service, ensure the protection of our marine environment and water resources, and support national defense realignment objectives. Having the right partners to achieve that commitment is crucial to our success."
