DEWA floats tender to build 900MW, fifth phase of Dubai solar park

Dubai Electricity and Water Authority (DEWA) has floated a tender for the fifth phase of the AED50bn (£10bn) Mohammed bin Rashid Al Maktoum Solar Park.

The tender calls potential bidders for the construction of 900MW of solar PV plant, based on the Independent Power Project (IPP) model.

The project is expected to contribute to the Dubai Clean Energy Strategy 2050, which aims to generate 75% of Dubai’s total power from clean energy by 2050.

The winning bid will own 40% of the company operating the project, while remaining stake will be held by DEWA.

A 25-year power purchase agreement will also be signed by the winning bidder with DEWA for the fifth phase of the solar park. It is scheduled to be commissioned in stages starting from the second quarter of 2021.

DEWA CEO and managing director Saeed Mohammed Al Tayer said: “We are committed to completing the phases of the Mohammed bin Rashid Al Maktoum Solar Park to the highest international standards with the latest solar power technologies.

"This ensures that the energy supply will meet growing demand in Dubai and enhance the shift toward green economy by increasing its share of clean energy.

“DEWA is working to transform Dubai into a global hub for clean energy and green economy, to make it the city with the lowest carbon footprint in the world. Meeting the clean energy objectives requires a capacity of 42,000MW of clean and renewable energy by 2050."

Said to be the largest single-site solar park of its kind in the world, the Mohammed bin Rashid Al Maktoum Solar Park will have generation capacity of 5,000MW by 2030.

The 13MW first phase was commissioned in 2013 followed by the 200MW PV second phase in March 2017.

DEWA plans to commission the 800MW PV third phase by 2020. The fourth phase involves the construction of 950MW concentrated solar power project.
