DEGES, a publicly owned project management company representing the Federal Republic of Germany, has appointed a consortium comprising BAM-PGGM and HABAU as preferred bidder for the project, Availability Model A10 / A24 AS Neuruppin to AD Pankow in Germany.
The A10 / A24, the first of 11 infrastructure PPP projects launched by the Ministry of Transport in 2015, is located near the German capital Berlin.
The design, build, finance, maintain and operate contract comprises the widening of the A10 to six lanes for 29.6km of motorway and the reconstruction of the A24 with four lanes plus an extended hard shoulder of 29.2km.
The scope of work includes several bridges – 27 replacement constructions, 10 new constructions and two demolitions, as well as noise protection walls, traffic management installation, traffic sign bridges, interchanges, rest areas and secondary/agricultural roads.
BAM’s German civil engineering company Wayss & Freytag Ingenieurbau will carry out the construction activities in cooperation with HABAU.
The O&M services scope covers a total length of 64.2km of motorway, including 51 bridges (37 new constructions and 14 existing), which will be carried out by BAM PPP and HABAU.
The overall project period is 30 years and the construction period is approximately five years.
The equity sponsors are BAM PPP PGGM Infrastructure Coöperatie (70%) and HABAU (0%).

Financial close is expected to be reached in February 2018.
